TIME Magazine's criterion for deciding its 'Person of the Year' has been stated as 'the individual or group of individuals who have had the biggest effect on the year's news'. However, the magazine has never been consistent in application of the criterion. For example, while Hitler won the title in 1938, Bin Laden was not awarded the title in 2001. Instead, it was given to Rudolf Guiliani, the mayor of New York, to prevent adverse public reaction. Similarly, the magazine once adopted a new criterion to award the title. However, the eminent winner was not given the title because the magazine believed that he had not done enough to deserve the award. Who was this unfortunate celebrity?

  2. WWE Wrestler Mick Foley (1998). Given instead to Bill Clinton and Kenneth Starr.

    I believe that for no other online poll since then has it been stated that the poll would be a criterion for giving the award. Please do let me know if I'm mistaken.
